Aussies court skilled workers as Alberta labour crunch looms

With a massive worker shortage looming over Alberta, an Australian job fair in Calgary offered a glimpse of what could be an international battle for labour.
Nine-hundred people crowded into a downtown hotel ballroom Saturday to check out the fair where oil, gas and mining companies tried to woo skilled, senior-level Alberta workers.
The fair, which continues in the city today and next weekend in Edmonton, comes on the heels of a warning from the province’s employment minister that Alberta could face a labour shortage of 77,000 people in the next 10 years.
Rupert Merrick, the organizer of the Opportunities Australia Expo, said Australia is in the midst of its own labour crunch because of booms in the mining and oil and gas sectors.
Calgary was the first Canadian city targeted for the fair because of its skills base.
“Canada, and especially Alberta, is considered world class in terms of the skills that they have and Australian employers are suffering from a skill shortage right now,” said Merrick, who added Saturday’s turnout was twice what they expected.
Richard Truscott, Alberta director of Canadian Federation of Independent Business, said the Australian endeavour is a sign a bidding war for workers is set to heat up in the next 10 to 20 years.
“This is clear evidence that we are in major competition for skilled workers,” said Truscott. “It’s another reminder that we need to get our act together and really carve out some effective strategies to attract and retain workers to Canada from elsewhere.”
Alberta Employment Minister Thomas Lukaszuk said his warning of a 77,000-worker shortage was conservative, based on the province’s low birth rate, rebounding economy and baby boomer retirements.
“(The year) 2011 is the first year in which official baby boomers are turning 65, so we’re looking at a large exodus of workers — not only in numbers, but in experience,” Lukaszuk said Saturday.
He said he is concerned about Australia and other countries coming to Canada and poaching skilled workers.
But, for him, the bigger concern is the whole immigration process and the delays prospective workers face before receiving visas to enter Canada.
“Our national immigration policies are not as nimble as they are in other countries, which would definitely include Australia,” said Lukaszuk.
Merrick said Australia boasts a “very refined immigration system.”
“It’s all about meeting the demands of the employers,” he said. “The government has some very clever mechanisms in place, which allow employers to go out and get the skills that they need.”
Anastasia Reyes, a job applicant who has worked in the oil and gas business in Calgary for five years, said she would fly out to Australia on Monday if offered a job.
“I got to work through the boom here, which opened so many doors of opportunities, so I would love to see what doors would be opened to me somewhere else overseas,” said the 23-year-old after setting up interviews for early this week.
Working toward her civil engineering degree, she said one Australian company said it would help pay for her remaining education as well as guarantee a job afterwards, an offer she hasn’t seen in Calgary.
There are many perks to working in Australia, said Brooke Wilson, recruitment manager with oil refiner Caltex Australia, including comparable wages, a lower cost of living, relocation packages and even surfing. Two of their oil refineries are close to surfing hot spots.
“People in our refinery in Sydney actually go down for a surf in the afternoon,” she said.

Let’s make room for the ‘bright’ immigrant

When my husband and I applied for permanent residency in Canada in 1996, one of the questions asked on the application form was whether we were "bright" or "dull." We indicated we were bright and they opened the door for us.
We were also considered suitably young, educated and affluent, but more importantly, to us, we were "free" immigrants. We did not enter the country and the province through an economic immigration stream that bound us to work for a particular company or take a particular job on a prescribed list. We were free to make our living as we chose and where we chose.
We chose Nova Scotia because we liked its contours on a map. We stayed because we liked the lay of the land when we saw it and the laid back way of life.
Moving here is harder now, because of the regimented immigration system that channels applicants through narrow corridors into provinces, sectors and occupations.
For example, the federal skilled-worker stream lists 29 eligible occupations and accepts up to 1,000 applicants in each occupation per year, up to a total of 20,000 applicants.
In a 10-month period ending April 19, Canada had filled its quota in some occupations, such as pharmacists and registered nurses, but fell far short in other occupations. Only 49 plumbers and seven crane operators wanted to immigrate to Canada.
Imposing such strict controls may not be the best way to attract immigrants with sought-after skills.
When Nova Scotia launched its new immigration strategy this week, it set out a flexible approach that will still try to match skills and jobs but without a strict list. It will also try to balance the short-term needs of employers, who are looking for people with very particular skill sets, with self-sufficient skills that immigrants bring, such as being able to operate machines and heavy equipment.
The government hopes to attract 7,200 immigrants a year by 2020 — double the rate now. Half would come through the provincial nominee program, or as family members of these nominees, and half would come through federal immigration streams.
But the province says to meet these targets the federal government must release its tight grip on immigration to this province. The federal government will only consider up to 500 applications a year through Nova Scotia’s provincial nominee program.
The premier said Friday that immigration was an economic driver and the federal cap was setting "a limit on that development."
As the premier seeks to free up the immigration process at the federal level, he should also strive to ensure there is sufficient freedom in the provincial process.
It makes some sense to stream immigrants into economic categories, such as highly skilled, semi-skilled and temporary workers, or agricultural entrepreneurs, as the new strategy will do.
But Nova Scotia should always welcome a knock at the door from more romantic types who can’t be classified by narrowly defined labels. We could shut out some "bright" immigrants if our vision is too dull.

Federal Funding to the Bridge Training Program Works for Skilled Immigrants

OTTAWA, ONTARIO--(Marketwire - March 25, 2011) - The Government of Canada is providing $22 million to help skilled immigrants in Ontario find jobs, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.
The Bridge Training program helps skilled immigrants enter the Canadian labour market and find employment that matches their education and skills. The program funds regional projects in Ontario that help skilled immigrants get a Canadian license in a regulated profession, or the training they need to get work in regulated and non-regulated careers. The program also funds initiatives that reduce barriers to the integration of foreign-trained workers.
"This program helps skilled immigrants in Ontario enter and integrate into the Canadian labour market," said Minister Kenney. "It is absolutely critical to engage employers in this process, and this program does just that."
The Bridge Training program has been co-funded since 2007-08 by the Government of Canada and the Government of Ontario. Given the success of this program, the Government of Canada is continuing its contribution with $12M in 2011-2012 and $10 million in 2012-2013.
To date, over 200 projects have been funded and over 35,000 immigrants in Ontario have benefited from the program.
The Government of Canada is committed to attracting, retaining and integrating immigrants into Ontario communities. Federally funded settlement services have enabled significant expansion and enhancement of both language training and settlement services. Since 2006, the Government of Canada has tripled funding for settlement services in Ontario.

Alberta foreign workers can apply to government for permanent residency

EDMONTON — Skilled temporary foreign workers certified in Alberta’s optional trades can now apply directly to the government for permanent residency instead of having to apply with their employers, the province announced Monday.
The federal government limits the number of people Alberta can nominate for permanent residence. In 2011, Alberta is allowed to nominate 5,000 people. With limited numbers, Alberta’s focus will be on nominating people who currently work in permanent jobs, those who have job offers, and those with the skills and qualifications in occupations that are in demand here.
“We need skilled workers living in Alberta permanently,” said Thomas Lukaszuk, minister of employment and immigration, in a statement. “We have to make sure we are ready for the coming labour shortages as economies around the world are competing for the same skills and the same people. This change will allow Alberta to nominate the most qualified and experienced tradespeople working in occupations that are needed in Alberta.”
There are currently 50 designated trades in Alberta. Of these, 31 are in the optional trades (including occupations like roofer, tile setter, concrete finisher and cabinetmaker). Nineteen occupations fall under compulsory trades (including occupations like welder, iron worker, gasfitter and plumber).
Before this change, workers in the optional trades applied with their employers for permanent residence. Workers in the compulsory trades had the option to apply either directly or with their employers.
This change will simplify the application process for temporary foreign workers in both compulsory and optional trades applying to the Alberta Immigrant Nominee Program.

Skilled Workers Have a Path to Citizenship in Canada

Canada needs more skilled workers. To encourage immigration, the Canadian government has established a quick path for qualified workers to obtain permanent residence.
Skilled workers must meet specific criteria before their applications are processed, however — not to mention the specific list of occupations that qualify for this immigration path.

Which Occupations Are Accepted?

If you are interested in coming to Canada as a skilled worker, but you do not yet have an offer of employment, the very first thing you should do is find out whether or not your occupation is acceptable for this particular route to immigration.
Canada allows people of any occupation to immigrate as skilled workers if they have an employment offer from a Canadian business. If you do not have an offer, Canada will accept skilled workers from the following occupations:
  • Primary production managers
  • Professional occupations in business services to management
  • Insurance adjusters and claims examiners
  • Biologists and related scientists
  • Architects
  • Specialist physicians
  • General practitioners and family physicians
  • Dentists
  • Pharmacists
  • Physiotherapists
  • Registered nurses
  • Medical radiation technologists
  • Dental hygienists and dental therapists
  • Licensed practical nurses
  • Psychologists
  • Social workers
  • Chefs
  • Cooks
  • Contractors and supervisors in carpentry trades
  • Contractors and supervisors in mechanic trades
  • Electricians
  • Industrial electricians
  • Plumbers
  • Welders and related machine operators

Further Eligibility Requirements

If you have a job offer or if you have worked in one of the above occupations, you must still meet additional eligibility requirements before your application can be processed.
These include:
  • Taking a language proficiency exam — you must be fluent in one or both of Canada’s official languages, English and French
  • You must have worked for at least one year, either full time or the equivalent in part time, continuously, within the last 10 years
  • You must have been compensated for your work
  • You must prove that you have enough money to support yourself and any dependents during the move to Canada
If you meet the above minimum requirements, your application will be processed according to the six selection factors in the skilled worker points grid, which are:
  • Your education experience
  • Your language abilities
  • Your work experience
  • Your age
  • Whether you have arranged employment in Canada
  • Your adaptability

How Skilled Workers Can Apply

To apply as a skilled worker, you will need to download and fill out the following forms:
Once the forms are filled out truthfully and to the best of your ability, you must mail them, along with fees and proof of language proficiency, to the Centralized Intake Office for Federal Skilled Worker Applications in Sydney, Nova Scotia. Keep in mind that Citizenship and Immigration Canada will contact you about going through medical, criminal and background checks.

Canada to allow skilled immigrants without degrees

B.S. Sandhu, chairman and managing director of the World Wide Immigration Consultancy Services (WWICS) group, said that as per the new proposed immigrant selection system, the newcomers whose skills are in demand in Canada will be allowed to enter the country.

"They may not have university degrees or language proficiency. The new changes would accommodate skilled workers who do not have university degrees and are not equipped with full language proficiency to qualify under the federal skilled programme.

"By this way, more potential workers would reach Canada and this is a step in the right direction," said Sandhu, who heads one of the biggest immigration consultancies in the country.

The Canadian government has indicated the "points grid" system for immigrant selection is likely to be changed to accommodate skilled workers required in the country.

Sandhu said that Canadian Immigration Minister Jason Kenney had recently said that last year (2010), Canada touched record figures in admitting the highest number of immigrants.

"Permanent Residency (PR) figures in Canada have touched an all-time high since the last 57 years. Immigrants to the tune of 280,600 attained Permanent Residency and this figure is the highest in the country since the last 57 years," Kenney had said.

The Canadian minister had called for more flexiblity in the immigration rules, saying that "the skilled trades people who don't have university degrees or who have very limited English or French language proficiency typically cannot make it through the points grid, but we have a huge and growing need for such skilled trades people".

Sandhu said that the main criteria that is being considered include requiring a minimum level of language proficiency, making the programme more accessible to skilled trades people and redirecting points from work experience to other factors.

While laying emphasis on allowing younger skilled workers to immigrate, the proposed changes aim at selecting people who are most likely to succeed once they reach Canada.

Youth, tradespeople take focus in new immigration proposal

Canada’s immigration system will be overhauled to place more emphasis on youth, language ability and skilled trades under a new proposal from the Conservative government.
But experts warn the government should be careful not to diminish Canada’s record of attracting highly educated, adaptable newcomers.
Citizenship and Immigration Minister Jason Kenney will immediately begin one month of public consultations on changes to the points system, which is used to assess skilled worker applications from overseas.
“There’s no shortage of people who want to come to Canada, and we should frankly do all we can to attract the best and brightest,” Mr. Kenney said. “There are certain traits which seem to be more heavily correlated with higher income and better employment, such as younger immigrants and higher levels of language proficiency.”
At the moment, the system is based on a 100-point scale, and 67 points are required to be accepted. About a quarter of the assessment is based on English and French proficiency, a quarter on education, 20 per cent on years of work experience and 10 per cent each on age, adaptability and having arranged employment in Canada.
The current setup tends to favour applicants with advanced degrees. Tradespeople do less well because their qualifications aren’t highly rewarded and they’re judged on language skills that may not be required in their field. Mr. Kenney hopes to address those issues.
And although language is likely to be important in the new system, Mr. Kenney said he wants some leeway built in.
“A welder from Poland doesn’t need to have university-level French, but somebody expecting to work as a medical doctor does. Perhaps the points system should be more intelligent and flexible to correspond,” Mr. Kenney said.
Naomi Alboim, an immigration expert at Queen’s University, said the Canadian labour market discounts foreign work experience, so re-jigging the system to reflect that reality is useful. It’s also wise, in her view, to place a premium on youth, which is a good predictor of successful integration.
But while she recognizes a need to tweak the system to attract tradespeople, Prof. Alboim is strongly opposed to anything that would water down educational requirements.
“I think that high levels of education are really important given the types of new jobs that are being created as we move toward a knowledge economy,” she said.
“All the research shows the more education you have, the better you do, the more adaptable you are for changing labour markets and the more effective it is [as policy].”
NDP Immigration critic Olivia Chow said the review should also reward applicants with strong family ties to Canada, such as brothers and sisters in the country.
A little more than 85,000 people arrived under the federal skilled worker program in 2010, not including their spouses and children. The target range for 2011 is much lower, at about 47,000, according to figures supplied by the ministry. Mr. Kenney said in an ideal world the numbers wouldn’t be reduced, but the government is simultaneously expanding the provincial nominee program, which has grown to about 37,000 admissions from 8,000 in five years.
Provincial nominees tend to have lower levels of education but almost always have a pre-arranged job. The growth of the nominee program has also contributed to a greater dispersal of immigrants, as the share going to Toronto, Montreal and Vancouver has dropped to 75 per cent from about 90 per cent, according to Mr. Kenney, with the balance going to the Prairies and Atlantic Canada.
“In the short term, we see provincial nominees actually doing better than foreign skilled workers,” Mr. Kenney said. “They typically don’t go through the survival job struggle of skilled workers with university degrees as they wait for credential recognition.”

Government of Canada Consults on Immigrant Skilled Worker Program

OTTAWA, ONTARIO--(Marketwire - Feb. 17, 2011) - Citizenship and Immigration Canada (CIC) is proposing changes to the Federal Skilled Worker Program to help Canada select immigrants who have the best chance of integrating and making a better contribution to the Canadian economy. CIC will be consulting with stakeholders and the public on the proposed changes beginning today.
The consultations follow the release of an evaluation of the program, which found that skilled workers are faring far better in Canada than their predecessors, thanks to their stronger language skills and arranged employment. The evaluation does show, however, that there is room for improvement.
"To stay competitive globally, we have to make sure the skilled immigrants we choose are the ones that we need, and the most likely to succeed when they get here," said Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism. "Research points to some key changes that will help us meet those goals."
The input received through the consultations process will be taken into account in the development of new regulations. The proposed changes could place more emphasis on youth and language ability, and are expected to increase the number of skilled tradespeople.
CIC will consult on:
  • requiring federal skilled workers to have a minimum level of language proficiency;
  • making the program more accessible to skilled tradespeople, technicians and apprentices;
  • placing greater emphasis on younger immigrants who will adapt more easily and be active members of the work force for a longer time frame;
  • redirecting points from work experience to other factors that better contribute to success in the Canadian work force; and
  • reducing the potential for fraudulent job offers.
The current Federal Skilled Worker Program was introduced in June 2002 with the Immigration and Refugee Protection Act. The program is based on an objective and transparent points system, which considers factors such as language skills, age and education in the selection of immigrants. The system aims to be more effective at selecting those who will succeed economically.
In-person consultation sessions will take place with key stakeholders in five cities across the country beginning February 17. These sessions are not open to the general public or the media. Other organizations or interested individuals who wish to provide input can submit their feedback online at www.cic.gc.ca until March 17.
A summary of the results of this process will be published on our website in spring/summer 2011.

Visas for skilled workers set to drop

New figures obtained through Access to Information show the government will cut all economic class visas by nearly seven per cent, and federal skilled worker visas specifically by 20 per cent, in 2011.
"The notion of reducing the number of skilled workers we aim to take in 2011 is certainly a move in the wrong direction given where we expect the economy right across the country to be heading," said Elsbeth Mehrer, director of research and workforce strategy for Calgary Economic Development.
"This is a time when we need to ensure we're ramping up to meet worker demand," Mehrer told CBC News Tuesday. "And while we had some great success last year in terms of having our highest ever number of immigrants coming into the country, we need to make sure we keep the foot on the gas to meet labour demand in the future."
In question period Monday, Immigration Minister Jason Kenney noted that in 2010 Canada hit a record high by welcoming "281,000 permanent residents to Canada, 106,000 more than the Liberals did shortly after they came to office and cut immigration levels."
And when asked about his department's cuts to another category, visas for parents and grandparents, Kenney responded by emphasizing his long-standing effort to boost economic immigration.
"There are tradeoffs. And this government is focused on the priority of Canadians, which is economic growth and prosperity," he said. "Mr. Speaker we need more newcomers working and paying taxes and contributing to our health-care system. And that's the focus of our immigration sytem."
The problem is, the government isn't robbing Peter to pay Paul — it's robbing them both, says Richard Kurland, a Vancouver immigration lawyer.
Kurland, who obtained the target numbers through Access to Information, notes the government is not boosting economic visas overall. In fact, across all categories (including federal skilled workers, provincial nominees, Quebec skilled workers, and the Canadian experience and business classes) there will be 6.6 per cent fewer economic class visas issued this year over last.
"The 2011 targets dramatically show the substantial reduction in federal skilled workers and a slight increase in provincial selection," Kurland says. "We really should be targeting more skilled workers to make up for Canadians' inability to demographically reproduce. We need the young workers to pay the taxes to support the pensions for Canada's aging population."

However, experts say the extent of the cuts — specifically to parents and grandparents and skilled worker categories — mean there will undoubtedly be significantly fewer immigrants accepted in those categories this year.
Michael Atkinson, head of the Canadian Construction Association, says the cuts to the federal skilled worker category won't affect the construction industry directly, because those companies have had trouble for years getting workers through the point system, which is heavily skewed toward post-secondary education and language proficiency.
But Atkinson is still concerned about the government's motivation for cutting the economic visas overall.
"If the motivation behind reducing those target levels is, 'Well gee, the economy is improving, we don't need as many skilled workers,' then I would suggest that is a huge mistake, given the fact that just our aging workforce, our aging population, our low fertility rate shows us and other industries that it is only going to get worse.
"We are facing bigger challenges in the future with respect to building our workforce and training them than we ever have before," Atkinson says.
He adds his industry expects to face a shortfall of 400,000 workers by 2018 if government policies — both federal and provincial — don't move with the times.
Atkinson notes the government has taken a step in the right direction by opening a review process of the point system for federal skilled workers.

The irony, according to Mehrer, is that the government has managed to reduce wait times for federal skilled workers through a new system of ministerial instruction brought in in 2008. Workers under the old system still wait for years for a decision, but new applications that fit one of a list of 29 occupations are being processed in seven to eight months.
That success is leading many employers to believe the government's current motivation is a political one, rather than a policy decision.
"It's really difficult to say, but certainly the speculation I hear from employers here is that it's based on political pressure that may be coming from other parts of Canada, where the unemployment remains higher and where the understanding of the labour market dynamics in Alberta and in much of the west are less clear," Mehrer says.
She adds that the economic recession is no argument for the cuts, as things are improving rapidly out west.
"We're already starting to see re-employment of Canadians and Albertans who lost their work during the recession," Mehrer says.
"I'm already hearing from some industries who recognize that their talent pools are shrinking in terms of the skill set they are going to need. So as much as they may not be in foreign markets right now looking for talent, we certainly expect that by the latter half of this year there will be certain skill sets we simply won't have available in the province."

Skilled Worker Immigrants Faring Well in Canada, New Evaluation Shows

The evaluation measured whether the current federal skilled worker program is selecting immigrants who are more likely to succeed economically in Canada. In 2009, federal skilled workers made up approximately 10 percent of Canada's annual immigration intake-25 percent when one includes spouses and dependent children.
According to the evaluation, the biggest predictors of an immigrant's economic success are having a job already arranged in Canada when applying; the ability to speak English or French; and having worked in Canada before applying to immigrate. Having studied in Canada for at least two years and having a relative in Canada are less of a determinant of success.
"The evaluation showed that skilled immigrants are doing well in Canada and filling gaps in our work force," said Minister of Citizenship, Immigration and Multiculturalism Jason Kenney. "This puts some dents in the doctors-driving-taxis stereotype."
The findings revealed that the selection criteria, put in place when the Immigration and Refugee Protection Act (IRPA) became law, have been successful in improving the outcomes of skilled immigrants by placing more emphasis on arranged employment, language and education. Income for skilled workers selected under the IRPA criteria was as much as 65 percent higher than for workers chosen under the pre-IRPA system. Skilled workers who already had a job offer when they applied for permanent residence fared best of all, earning on average $79,200 three years after arriving in Canada. The findings also revealed that skilled workers selected under the IRPA criteria were less likely to rely on employment insurance or social assistance.
Among other recommendations, the evaluation suggested placing higher priority on younger workers, and increasing the integrity of the arranged employment part of the program, which is susceptible to fraud. The evaluation also recommended that further emphasis be placed on fluency in English or French, and supported the Minister's June 2010 decision to require language testing for federal skilled worker applicants to combat fraud.
"We're pleased the evaluation showed that the program is working as intended," said Minister Kenney. "We're committed to making it even better and will be consulting on improvements in the coming weeks." The Department is planning to put forward for public consultation several proposals to improve the program, building on the achievements in the evaluation report.

Eligibility criteria for federal skilled worker applications

Under changes to the Immigration and Refugee Protection Act, federal skilled worker applications are assessed for eligibility according to the criteria listed below. Note: This does not apply to applicants intending to live in the province of Quebec.
These criteria affect you only if you applied on or after June 26, 2010. If your application was received before June 26, 2010, it will be processed according to the rules that were in effect at that time.

  If you are applying under one of the 29 eligible occupations, as of June 26, 2010, a maximum of 20,000 Federal Skilled Worker applications will be considered for processing in the following 12 months. Within the 20,000 cap, a maximum of 1,000 Federal Skilled Worker applications per eligible occupation will be considered for processing each year.

These limits do not apply to applications with an offer of arranged employment.
For your application to be eligible for processing, you must include the results of your official language proficiency test, and either:
  • have a valid offer of arranged employment, OR
  • be a skilled worker who has had one year of continuous full-time or equivalent part-time paid work experience in at least one of the following eligible occupations within the last ten years:
