Age, language are key to better outcomes for immigrants

Many immigration issues transcend economics, but Immigration Minister Jason Kenney’s cross-country consultation is a remarkable opportunity for an overdue national discussion regarding the role of immigration in the Canadian economy.
Economists, government analysts and others have been documenting the ongoing decline in immigrant labour market outcomes for at least two decades. In 1980, the percentage of immigrants and the Canadian-born living below the low-income cut-off (sometimes called a poverty line) was almost identical at about 17 per cent. Since then, the rate for immigrants increased to more than 21 per cent (in 2005), while that for the Canadian-born decreased to 13 per cent.
Most of the difference appears to be driven by declining labour market outcomes for subsequent cohorts of new arrivals. Immigrants who landed in the late 1970s earned at entry roughly 15 per cent less than comparable Canadians. Since then, the earnings gap has increased significantly and is now in the range of 35 per cent to 40 per cent. The gap narrows as time spent in Canada increases, but it’s not clear that the average recent immigrant will catch up in a reasonable working lifetime.
While federal and provincial governments have taken steps to improve labour market outcomes, more is needed. Research shows there are many factors at play, but two stand out: language ability and age at arrival.
It’s well understood that English- or French-language skills are important for labour market (as well as social) integration for all immigrants, but they’re especially important for the skilled workers we seek to attract.
The Canadian “points” system currently sets the same language requirements for all immigrants. But there’s some evidence that language skills are especially important in facilitating the portability of preimmigration human capital for high-skilled immigrants. Unfortunately, some appear not to have the language skills necessary to fully employ their occupational/educational skills in the Canadian labour market. Putting increased emphasis on language ability at selection for the highly skilled seems to make sense if a “fast start” is desired. Simultaneously, providing settlement resources to allow more extensive language training would be a good investment.
Demographic issues also interact with economic ones. There have been suggestions that immigration’s economic class (as opposed to family or refugee class) be employed to address the dependency ratio associated with population aging. But the actual operation of the system does not appear to have paid any attention to this goal. While those in the skilled worker category are awarded points for “age,” these don’t align with demographic needs. (Strangely, neither do they align with the observed age profile associated with positive labour market outcomes. Rather, they are flat and at their maximum from age 21 to 49.)
As a result, the demographic peak for current immigrants coincides with the peak for the baby boom and, therefore, increases rather than alleviates problems associated with baby boomers’ impending retirement. While a sensible immigration system can only influence our nation’s age structure a little one way or the other, the immigration system could start to “fill in the Generation X valley” between the hills of the baby boom and baby boom echo.
Finally, the immigrant selection system needs better/more management tools and transparency. The “inventory” (backlog) of applications is untenable and requires action. While recent changes are going in the right direction, they appear to be insufficient. One million people are currently waiting to be processed, and more are added to the list every day.
Additional measures – such as increased preliminary screening and stronger proactive management of the application process for the economic class, including adjusting the points threshold to manage the queue – would be beneficial. Coming to admission decisions more quickly and improving economic outcomes for new immigrants will be better for prospective immigrants and for Canada. Increased transparency, including regular detailed reporting of processing times, might also assist in improving system operations.

Canada needs more immigrants to sustain its economic growth but the Conservative government won't significantly increase immigration levels because Canadians don't want too many newcomers and the federal government can't afford to integrate them either, Citizenship and Immigration Minister Jason Kenney says.
Canada faces a labour shortage and needs immigrants to offset the balance of an aging population, Kenney is expected to tell the Vancouver Board of Trade Tuesday.
"Several studies have concluded that we would have to quadruple immigration levels from 250,000 to more than one million annually in order to maintain the (working) age ratio in the Canadian population. But that's not going to happen," he is to say, according to his speaking notes.
"We do not have the resources or ability to integrate a million new immigrants every year. We can't teach them English or French. We can't flood our taxpayer-funded services like health care and public education. We don't put such high pressure on housing and real estate markets," Kenney explains.
"We must also be very careful not to jeopardize the generally very positive and welcoming attitude toward immigration and immigrants that Canada enjoys," he later adds.
Only 30 per cent of Canadian immigrants are economic migrants, people selected on the basis of their necessary skills or arranged employment offer, Kenney notes. Another 30 per cent are the spouses or dependents of these individuals and 26 per cent are immigrants from family class while 14 per cent are refugees.
"People want to come to Canada because we are a model for the world. We can't, however, take all who want to come. There is a limit," Kenney says.
The Citizenship and Immigration Department is currently consulting with Canadians about amount and the types of people it should accept into the country.
Faced with a backlog of more than a million people in the immigration queue, Kenney says he has issued ministerial instructions to put applicants with experience in key occupations and those with job offers from Canadian employers in front of the line.
"We have enough parents and grandparent applicants for seven years, and this problem is getting worse," the minister says.
Kenney is also expected to announce that the federal government will increase the number of provincial nominees — immigrants that provinces themselves select based on their own economic needs — from approximately 36,000 to 40,000.

Lukaszuk is ready to push the federal government to allow more immigrants from among the 30,000 temporary workers now in the province, offering them a chance to settle with their families.
Employers facing labour shortages would also be happy because they could keep workers they spent the past few years training, he said.
Lukaszuk's first priority is to make sure Canadians in under-employed groups, such as First Nations and the disabled, are "fully engaged" in the workforce.
"But at the end of the day, even if we naively think we will get 100 per cent employment in those groups, we will still be short of workers," he said.
Last year, Lukaszuk ordered a review of the temporary working program by parliamentary assistant Teresa Woo Paw. Her report, assessing the effectiveness of the program, will be released in a month.
Lukaszuk hopes to garner support on the issue from his provincial counterparts in preparation for a ministers' meeting this fall.
"The federal government took in 280,000 new immigrants this year, the highest number ever, and that's great. But that record intake didn't make a dent in the 360,000 temporary workers in the country."
Since that number has been steady in recent years, it's clear the demand for workers isn't just short-term, he said.
At the height of the boom in 2006, Alberta had more than 60,000 temporary foreign workers - the highest per capita of any province. Many worked on oilsands projects but a lot of them left when the economic downturn hit in December 2008.
Recent federal government legislation has made the temporary foreign worker program less attractive Lukaszuk said.
Under the new rules, temporary foreign workers can spend a maximum of four years in Canada, and then must leave for four years before re-applying for another four-year term. Previously, a permit issued for two years was renewable several times if the employer could prove the worker was needed.
The new four-year rule means well-trained workers will leave Alberta to go to other industrialized countries, not back home to the Philippines or Ukraine, Lukaszuk said.

Immigration to Canada drops by 25 per cent

Canada let 25 per cent fewer immigrants into the country in the first quarter of this year compared to the same period in 2010, raising concerns the Conservative government is embarking on a bold plan to restrict the country’s immigration levels.
The number of permanent resident visas issued by Citizenship and Immigration Canada between January and March fell from 84,083 in 2010 to 63,224 this year, according to figures obtained by the Star.
The latest department numbers show a decline across the board, with visas for skilled workers down 28 per cent, family-sponsored relatives down 14 per cent, and refugees dropping by 25 per cent.
The significant drop in visas comes on the eve of public consultations Immigration Minister Jason Kenney is holding on the country’s immigration levels and classes of people that should be allowed in. The first meeting was held in Calgary last week, and another is scheduled in Toronto Wednesday.
“It’s a very sharp decline,” said Myer Siemiatycki, professor of politics and public administration at Ryerson University, referring to the visas granted. “It begs the question: What is going on here?
“Has the government decided on the outset that they want fewer admissions? Is the tap being closed tighter?”
In the months leading up to the May 2 federal election, the Conservatives touted 2010 as a banner year in immigration, welcoming 280,000 permanent residents, the highest in 50 years. In 2009, approximately 265,000 immigrants were granted permanent status.
Commenting on this year’s quarterly figures, immigration officials say it is unfair to use the 2010 numbers as a benchmark since it was a record year in granting permanent visas.
“The department is confident that irrespective of lower visas/authorizations issuance and admissions in the first quarter, it will meet its annual target of visas,” immigration spokesperson Nancy Caron wrote in an email to the Star.
Over the last 15 years, Canada’s annual immigration levels have remained around 250,000, about 0.8 per cent of the population.
The Conservative government has announced it intends slashing $4 billion in annual spending from the federal budget, raising fears of further cuts to the immigration system. More than $50 million was slashed this year in settlement services.
“The success (of immigration) is determined by the resources. This government has been cutting resources and a number of provinces have,” said New Democrat immigration critic Don Davies.
“In turn, it is going to put pressure on the number of immigrants we can appropriately absorb.”
Immigration lawyers say fewer permanent visas could mean bigger backlogs, especially for family sponsorships where there is no cap on applications like there is for skilled workers and investors.
“The real problem with backlogs are the parents . . . The math says people will die before seeing a visa,” said immigration lawyer and analyst Richard Kurland. “That is the major challenge to Canada’s immigration system today.”
Immigration lawyer Mario Bellissimo said he would not be surprised if the minister brings in a new law to cap family sponsorship applications. Since 2006, the number of visas for sponsored relatives and refugees has declined, while visas for workers have steadily increased.
“The (immigration) minister has the authority to decide who can come to Canada,” he said. “If we get more applications than we can process, we’re going to return them.”
Since 2008, the federal government has made numerous changes to its immigration program in an effort to eliminate backlogs and process applications in a more timely fashion. It counts on capping the number of immigration applications it accepts for processing.
A department backgrounder for the upcoming consultations, which are by invitation only, suggests while increasing immigration may be one way to solve the growing demand, “there are clearly a number of pressures that make trade-offs inevitable.”
With an aging population, “immigration levels will need to be raised to 350,000 annually to support Canada’s economic growth,” said Anne Golden, president and CEO of the Conference Board of Canada.
Ernst & Young business immigration lawyer Batia Stein said the biggest percentage drop in early 2011 comes in the federal skilled worker and Canada experience programs, which are designed to usher in immigrants most likely to succeed in the job market.
“If our goal is to attract global talent and combat our aging population, there’s some room there to do that,” she said.
Ryerson’s Siemiatycki said Canada has a capacity to take in as many as 450,000 immigrants a year by including the 200,000 temporary foreign workers that it lets in to fill labour market needs on a perennial basis.
According to the government’s consultation backgrounder, Canada would have to increase immigration to nearly 4 per cent of the population to stabilize its “old-age dependency ratio.”

Minister seeks input on immigration issues

Immigration Minister Jason Kenney kicked off a series of national consultations in Calgary on Tuesday, asking shareholders to provide input on issues and programs in hopes of better determining appropriate immigration levels for Canada.
"We want people's views on what is the right mix of our various immigration programs, how do we ensure that immigrants succeed economically, because when immigrants get good jobs, Canada succeeds," Kenney said.
About a dozen attendees from immigrant settlement organizations, employers, industry groups and community associations joined the minister in a private meeting to discuss everything from which programs to focus on, how to ensure skilled workers are selected to fill job shortages, and how to reduce backlogs and maintain reasonable processing times.
Kenney will hold similar sessions with stakeholder groups in Vancouver, Toronto and Montreal later this month, as well as online consultations later this summer, which will be open to the public.
The input will then be fed into the federal government's multi-year immigration levels plan, which determines how many people should be admitted to Canada and into which programs.
For the past several years Canada has admitted between 240,000 to 265,000 permanent residents. Last year the government exceeded the planned maximum, admitting 281,000 permanent residents.
"There's always a maximum to the number of immigrants we bring. We're maintaining very high levels, but we want to make sure that immigration is actually working for newcomers and newcomers are working in Canada," he said, adding that increasing the maximum number was a possibility. "We don't want to be bringing people here to face unemployment or underem-ployment, we want them to fill the job shortages that exist, particularly in this region."
Recently, Premier Ed Stelmach and other western premiers blamed the federal government for hurting western economic growth by setting a cap on the number of immigrants admitted through the Provincial Nominee Program, which allows provincial governments to choose immigrants based on their economic needs.
But Kenney said the government has been very generous in letting the program grow nationally almost tenfold, from 5,000 admissions six years ago to 45,000 this year, and actually reduced federal immigration programs to give more spots to provinces.
In turn, Alberta saw its immigration grow from 18,000 immigrants five years ago to more than 32,000 this year, Kenney said.
Deciding which programs to emphasize is a difficult process, as any increases in one program come at the cost of another, he said.

New figures obtained through Access to Information show the government will cut all economic class visas by nearly seven per cent, and federal skilled worker visas specifically by 20 per cent, in 2011.
"The notion of reducing the number of skilled workers we aim to take in 2011 is certainly a move in the wrong direction given where we expect the economy right across the country to be heading," said Elsbeth Mehrer, director of research and workforce strategy for Calgary Economic Development.
"This is a time when we need to ensure we're ramping up to meet worker demand," Mehrer told CBC News Tuesday. "And while we had some great success last year in terms of having our highest ever number of immigrants coming into the country, we need to make sure we keep the foot on the gas to meet labour demand in the future."
In question period Monday, Immigration Minister Jason Kenney noted that in 2010 Canada hit a record high by welcoming "281,000 permanent residents to Canada, 106,000 more than the Liberals did shortly after they came to office and cut immigration levels."
And when asked about his department's cuts to another category, visas for parents and grandparents, Kenney responded by emphasizing his long-standing effort to boost economic immigration.
"There are tradeoffs. And this government is focused on the priority of Canadians, which is economic growth and prosperity," he said. "Mr. Speaker we need more newcomers working and paying taxes and contributing to our health-care system. And that's the focus of our immigration sytem."
The problem is, the government isn't robbing Peter to pay Paul — it's robbing them both, says Richard Kurland, a Vancouver immigration lawyer.
Kurland, who obtained the target numbers through Access to Information, notes the government is not boosting economic visas overall. In fact, across all categories (including federal skilled workers, provincial nominees, Quebec skilled workers, and the Canadian experience and business classes) there will be 6.6 per cent fewer economic class visas issued this year over last.
"The 2011 targets dramatically show the substantial reduction in federal skilled workers and a slight increase in provincial selection," Kurland says. "We really should be targeting more skilled workers to make up for Canadians' inability to demographically reproduce. We need the young workers to pay the taxes to support the pensions for Canada's aging population."

However, experts say the extent of the cuts — specifically to parents and grandparents and skilled worker categories — mean there will undoubtedly be significantly fewer immigrants accepted in those categories this year.
Michael Atkinson, head of the Canadian Construction Association, says the cuts to the federal skilled worker category won't affect the construction industry directly, because those companies have had trouble for years getting workers through the point system, which is heavily skewed toward post-secondary education and language proficiency.
But Atkinson is still concerned about the government's motivation for cutting the economic visas overall.
"If the motivation behind reducing those target levels is, 'Well gee, the economy is improving, we don't need as many skilled workers,' then I would suggest that is a huge mistake, given the fact that just our aging workforce, our aging population, our low fertility rate shows us and other industries that it is only going to get worse.
"We are facing bigger challenges in the future with respect to building our workforce and training them than we ever have before," Atkinson says.
He adds his industry expects to face a shortfall of 400,000 workers by 2018 if government policies — both federal and provincial — don't move with the times.
Atkinson notes the government has taken a step in the right direction by opening a review process of the point system for federal skilled workers.

The irony, according to Mehrer, is that the government has managed to reduce wait times for federal skilled workers through a new system of ministerial instruction brought in in 2008. Workers under the old system still wait for years for a decision, but new applications that fit one of a list of 29 occupations are being processed in seven to eight months.
That success is leading many employers to believe the government's current motivation is a political one, rather than a policy decision.
"It's really difficult to say, but certainly the speculation I hear from employers here is that it's based on political pressure that may be coming from other parts of Canada, where the unemployment remains higher and where the understanding of the labour market dynamics in Alberta and in much of the west are less clear," Mehrer says.
She adds that the economic recession is no argument for the cuts, as things are improving rapidly out west.
"We're already starting to see re-employment of Canadians and Albertans who lost their work during the recession," Mehrer says.
"I'm already hearing from some industries who recognize that their talent pools are shrinking in terms of the skill set they are going to need. So as much as they may not be in foreign markets right now looking for talent, we certainly expect that by the latter half of this year there will be certain skill sets we simply won't have available in the province."

Immigration drives construction, provincial economy

When you want to see how strong B.C.’s construction industry is going to be, look at the number of people deciding to call British Columbia home.
The Independent Contractors and Businesses Association examined the link between immigration, construction and the economy in its recently released Winter 2010-11 edition of Construction Monitor.
“Almost everyone in Canada will tell you that immigrants built this country. They came to this nation and built lives for themselves and their children,” said ICBA president Philip Hochstein. “But people might be surprised to hear that immigrants are still driving the economy – especially in B.C. and especially in construction.”
Hochstein said the link between immigration and construction is clear – and its importance will only grow.
“Instead of taking jobs away, immigrants help grow the job pool and drive construction – housing, commercial and industrial,” Hochstein said. “Of all provinces, the construction sector is the largest contributor to the economy here in B.C. Immigration can help keep that strong.”
Immigration will continue growing in importance for our economy as declining birthrates flip B.C.’s natural rate of increase to a natural rate of decrease.
“Other provinces may track other economy-driving indicators like oil, agriculture, or manufacturing and financial services, but it’s clear that B.C. needs to keep an eye on immigration,” Hochstein added. “All British Columbians will win if we continue to see people from across the globe decide to call B.C. home.”

Skilled Worker Immigrants Faring Well in Canada, New Evaluation Shows

The evaluation measured whether the current federal skilled worker program is selecting immigrants who are more likely to succeed economically in Canada. In 2009, federal skilled workers made up approximately 10 percent of Canada's annual immigration intake-25 percent when one includes spouses and dependent children.
According to the evaluation, the biggest predictors of an immigrant's economic success are having a job already arranged in Canada when applying; the ability to speak English or French; and having worked in Canada before applying to immigrate. Having studied in Canada for at least two years and having a relative in Canada are less of a determinant of success.
"The evaluation showed that skilled immigrants are doing well in Canada and filling gaps in our work force," said Minister of Citizenship, Immigration and Multiculturalism Jason Kenney. "This puts some dents in the doctors-driving-taxis stereotype."
The findings revealed that the selection criteria, put in place when the Immigration and Refugee Protection Act (IRPA) became law, have been successful in improving the outcomes of skilled immigrants by placing more emphasis on arranged employment, language and education. Income for skilled workers selected under the IRPA criteria was as much as 65 percent higher than for workers chosen under the pre-IRPA system. Skilled workers who already had a job offer when they applied for permanent residence fared best of all, earning on average $79,200 three years after arriving in Canada. The findings also revealed that skilled workers selected under the IRPA criteria were less likely to rely on employment insurance or social assistance.
Among other recommendations, the evaluation suggested placing higher priority on younger workers, and increasing the integrity of the arranged employment part of the program, which is susceptible to fraud. The evaluation also recommended that further emphasis be placed on fluency in English or French, and supported the Minister's June 2010 decision to require language testing for federal skilled worker applicants to combat fraud.
"We're pleased the evaluation showed that the program is working as intended," said Minister Kenney. "We're committed to making it even better and will be consulting on improvements in the coming weeks." The Department is planning to put forward for public consultation several proposals to improve the program, building on the achievements in the evaluation report.

Let me begin with one simple fact: Toronto’s public schools declare themselves the most multicultural in the world. One school, Thorncliffe Park Public School in Toronto’s east end, has 1,913 students speaking 54 languages. What that means is obvious —  Canada today is a nation of immigrants.

But what we forget too easily is that Canada always was a country of immigrants. Everyone who ever lived here came from someplace else, including the First Nations whose ancestors crossed into North America over a land bridge from Siberia. Everyone. The original European immigrants of Canada were the French followed by the Loyalists, the losers in the American Revolution, who settled in the late 1780s in what is now Nova Scotia, New Brunswick, Ontario, and Quebec. Most were of British origin, devoted to King George III and Great Britain, but there were also others of German, Dutch and other origins, as well as blacks, most but not all slaves. Those “originals” largely shaped Canada’s population mix for almost two hundred years.
    
Let me demonstrate. The Canada into which I was born in 1939 had a population of some 11.5 million, according to the 1941 Census figures, which was made up of those of British and French origin (50 percent and 30 percent respectively) and the others (20 percent). The others were of German, Ukrainian, Scandinavian, and Dutch origin in the main, with a scattering of other ethnicities. There were few blacks, Chinese, Japanese, or South Asians, the Canadian population almost wholly white.
    
Overwhelmingly the population was Christian with a few hundred thousand Jews and a handful of other denominations. The corporate, cultural, and political leaders in Canada were overwhelmingly drawn from among those of British origin, and French-speaking Quebeckers did not have anything like their fair share of economic or political power.
 
It is certainly fair to say that nation-building, such as it was, aimed to establish a British type of society in Canada. Culturally, this was reflected in Canada’s political, economic and social institutions. In law, all Canadians were defined as British subjects until the passage of the Canadian Citizenship Act in 1947, and a variety of cultural symbols ranging from the monarchy to the flag and to the names of army regiments showed the British underpinnings of English-speaking Canada. By and large, the government either ignored racial and ethnic differences or worked to turn all into British Canadians in attitude if not in ethnic origin.      
    
Obviously, Canada is very different today. In the 2006 Census, the most recent, the “other” category, now with some 200 ethnicities, has reached 50 percent of the 31 million population. For example, there were reported to be 1.35 million Chinese, 962,000 East Indians, and 436,000 Filipinos, and one in six Canadian residents was a visible minority. Christians still predominate (some 70 percent), but as recently as 1951, 96 percent of the population was Christian. Today, there are far more Roman Catholics than Protestants (40 percent of the Canadian population is Catholic, only 30 percent Protestant), and Muslims are approaching one million, far more than those of Jewish belief. Those with no religion number one in six of the population.
   
In Greater Toronto, the nation’s largest city, very close to half of the 5.1 million population were immigrants, an increase of 27 percent in five years, and more than four in 10, or 43 percent of the population, were visible minorities, primarily Chinese, South Asian or black. India and China now provide most of the immigrants to Canada and Toronto, and in an ordinary year at least 250,000 immigrants come to the country, more than four in 10 of them heading to Toronto. At the time I was born and for my first 15 years, by contrast, the British Isles were the main source of immigrants to Canada.
   
So Canada has changed, and certainly much for the better. There are Members of Parliament in turbans, the Chief of Defence Staff is of Ukrainian ethnicity and the previous Governor-General Michaelle Jean is a Haitian woman immigrant who succeeded a Chinese female immigrant, Adrienne Clarkson. Jews hold three of the nine seats on the Supreme Court; a Jamaican-Chinese-Canadian multimillionaire made a huge donation to add a giant extension to the Royal Ontario Museum and a group of Italian-Canadian millionaires matched that with equally grand gifts to the redeveloped Art Gallery of Ontario; the public service is almost as mixed as the nation; and Toronto’s public schools, for example, declare themselves the most multicultural in the world. It may even be true. Mixed-race marriages are increasingly common in the larger cities, and adoptions abroad, especially in China and Africa, have created multiracial families all across the country.
   
There can be no doubt that this is a great success story. Immigration changed the old Canada, and immigration is continuing to do so. What the Canada of 2150 will look like, no one can say — except that it will not look at all like the Canada I grew up in.

Employers say hiring foreign-trained workers has challenges

OTTAWA — About half of Canadian employers say their appetite for hiring foreign-trained workers is reduced because of difficulties assessing their abilities, according to an internal survey commissioned by the federal government.
Employers' qualms about hiring workers trained abroad revolved around the challenges of evaluating their education credentials, their language skills and their work experience, the survey said.
It also said interest in hiring foreign workers was lowest among small business owners, who make up the bulk of Canada's employers, and highest among larger companies.
The survey, conducted by Ekos Research Associates in March for Citizenship and Immigration Canada, involved telephone interviews with 519 small, medium and large companies and 15 business organizations.
Speeding recognition of foreign credentials of newcomers has been a major preoccupation for the Conservatives and the in-depth survey suggests they are carefully tracking the mood of business around the subject.
Immigration Minister Jason Kenney acknowledged the uphill nature of getting employers to hire foreign-trained workers Tuesday at an event in Ottawa where he announced the expansion of a program that allows foreigners to work as interns to gain temporary work experience.
The program provided 29 internships within the immigration and human resources departments last year. The number will climb to more than 60 this year, Kenney said, because six more departments and agencies have signed on.
Kenney called the initiative a modest beginning that, he hopes, will send a message to all levels of government and the private sector "to find concrete ways to open doors of opportunity."
The single biggest hurdle immigrants face in getting a good job in their field of expertise is a lack of Canadian work experience, he told reporters.
New Democrat Olivia Chow welcomed expansion of the federal internship program, something the Commons immigration committee had recommended.
But Chow, the party's immigration critic, said it falls far short of what is needed to address the problem of too many highly-educated immigrants ending up jobless or underemployed.
"We need leadership here," she said, dismissing the hiring of 60 interns as "barely a step" forward.
She urged Kenney to adopt the committee's recommendations to provide financial incentives or tax breaks to encourage small and medium-sized businesses to hire workers trained abroad and to ensure more prospective immigrants start the process of getting their credentials as doctors, pharmacists and other specialties recognized before they come to Canada.
Chow said only 10 per cent of immigrants are currently taking advantage of the existing pre-assessment opportunity to start the process before they arrive here.
Liberal MP Justin Trudeau urged the government to devote more money to language programs for immigrants as part of a broader effort to stop the slide in their economic opportunities that has happened over the last decade or so. He said providing financial incentives to encourage small businesses to hire foreign-trained workers would "absolutely" be one of the best ways to assist immigrants, who, Trudeau says, are vital to Canada's future economic health.
"Unless we are serious about addressing the big issues around immigration," he said, "then we're going to be playing catch up when the rest of the world starts fighting over the best and the brightest, as they are going to, because everywhere in the western world birthrates are down."
The internal survey also made clear the government has a major job ahead to convince employers to pay attention to opportunities for hiring foreign-trained workers.
It said more than nine of 10 employers surveyed said they had never heard of the Foreign Credential Referral Office, a vehicle the Harper government created three years ago to help newcomers get their credentials recognized more quickly so they can try to match their skills to jobs.
This week, a fresh spotlight was cast on the struggle immigrants have in finding good jobs with the release of a report that said recent immigrants with a university education had an unemployment rate last year that was four times higher than non-immigrants with the same education level.
The report, prepared by the Community Foundations of Canada, says recent immigrants have been hardest hit by the recession.
The jobless rate for recent immigrants with university education is "disturbing," Kenney said, and illustrates why the government is pushing to speed recognition of foreign credentials and putting more resources into helping newcomers improve their language proficiency.
